Proposed Infrastructure of Bedar Pakistan Goverment

Proposed Organization and Structure of Bedar Govt. So far we have concentrated on eliminating poverty increasing the employment and creating atmosphere for industrial boom. Although we have touched upon different other projects but we never explained how all this will happen under present set up. It is absolutely true that present setup is so disorganized and corrupt that nothing will work even if there is a mountain of money available. The election will be contested according the existing rule and regulations but once the Govt. controlled by Bedar is in power (insha Allah) the whole system of administration will change.

The basic difference will elected will be that MNA and MPA have no function in Capital. None of them will hold the post of minister but will be the minister of his own constituency and MPA will be his deputy. They will be responsible for Law and order in their own area and will coordinate with the surrounding constituencies. The other basic difference will be the employment of the public servant who will be elected from the 1000 adult population consisting of 250 houses. The elected public servant will employ 30 workers of his own choice each getting 10,000 rupees and will be responsible for law and order in their own area and the surrounding ones. Public servant will get 100,000 rupees and a complete office equipped with telephone, fax and internet and all accessories. He will keep a record of every resident in his area including their age education, employment status and other credentials. Birth and death recorded as and when it happens. His computer will be connected to the central one so everybody is counted for every day. Any new comer in the area will have to register himself in the office of public servant within 24 hours of his arrival. His credentials will be checked with computer no. from where he came. Each basic unit will have a dispensary with three doctors on 8 hours shift duty. These doctors will be expert in dealing with medical and surgical emergencies for reference to the base hospital in the area. Two ambulances ready all the time with emergency equipment on Board. A primary and a secondary school for boys and girls will be constructed in each basic unit. A community center with mosque and a place for a family court so that all kinds of non serious cases could be decide there and then without delay.

A college and the university will be in the area with population of one million of adult residents. MNA and MPA will have to take a vote of confidence every year from the residents of his constituency so that they will have to work hard to win the support of their people. MNA will have a salary of 500,000 and MPA will have a salary of 400,000 with each having his own office with all the facilities. Public servant will carry out daily rounds to check the conditions of his locality. He will make sure that his area's needs are met and all kinds of work needed will be done within a specified time. The money allocated will come from the center and will not be handed over to any of the MNA and MPA or the public servant but will be carried by Private Sector with the lowest bid. All works completed will be checked by the public servant, MPA and MNA and a team of representatives from the centre, so that there is no chance of corruption or shady work or deal at any stage. Every month there will be a competition of the basic units and the best unit will be rewarded generously.

Every town will have a team of five judges who will decide the cases with in three days and all the proceeding will be recorded on taps and forwarded to high court in that town who will decide the case after watching the videos and give their verdict and the supreme court in each district will decide from these tapes and if needed will call the lawyers for any clarification. High court judges will have a salary of 2,50,000 rupees and 10,000 rupees for each case decided within three days correctly and same will be the case of supreme court. Only the correct decision upheld by Supreme Court will be entitled with the reward of 10,000 rupees.

There will be no SHO, SP or IG and the corresponding officers in the administrative circle. MPA and MNA and Public servant will fill the above post of their areas. There will be a presidential type of Govt. and president will select his own team from technocrats who will keep him informed in day to day running of business. As there will be no minister or deputy minister so there will be no fighting for the ministry. President will be allowed only one trip in three months if needed. He can travel on his own if he wants. Embassies will be given the charge through Ambassador to do all the necessary jobs needed. Foreign Policy will be decided by the mutual consent. MNA will gather only once in three months to pass any law if needed. Constitution will be completely changed and re written in the first one month and after that all MNA will go back to their constituencies. All TV channels will have no control by the Govt. and there will be no state sponsored channel. Electronic Media will be encouraged to report good and bad deeds by MNA and MPA & public servant and all cases of corruption will be investigated by the teams of technocrats and if found guilty will not only lose their jobs but also have sever jail sentence.

These are basic requirements which will be immediately put into practice and then revised as and when require. Preference will be given to members who have recruited more members. This will be easily viewed from the Bedar member's column which records name of member recruited new member.
